National Safety Regulations

The National Highway Traffic Safety Administration of the United States regulates the safety standards of motor vehicles bought and sold within the country. These regulations are put into use to keep the drivers and passengers of all types of motor vehicles safe when on the roads. There are hundreds of vehicle safety regulations across the country today that are enforced by vehicle manufacturers, the Insurance Institute for Highway Safety, the NHTSA and state and local law enforcement agencies.

One of the most important safety regulations in the country today is the placement of the vehicle's controls and displays on the dashboard. The government regulates that the most important controls and displays be within reach of the driver when being restrained by a safety belt and that certain controls mounted on the dashboard should be labeled. Another highly important safety regulation is the requirement for all motor vehicles to have rear view mirrors installed in the cars. The rear view mirrors must be located inside and outside of the vehicle. They are manufactured to reduce the number of deaths and injuries that occur on the roads each year. These mirrors are installed on a vehicle so that the driver has a clear and unobstructed view of the rear of their car and other cars approaching them.

The study shows that there have been a record low number of highway fatalities. In the year 2007, between the months of January to October, there were 34,502 motorists killed on the roads of America. In 2008, between the months of January to October, there were 31,110 motorists killed on the roads of America.

The National Highway Traffic Safety Administration also released information regarding safety recalls on different cars across the country. Motorists can now be instantly informed about safety recalls regarding their car with a new automated alert system. These alerts can be received via email with a computer, on a cell phone or a PDA device and they are free of charge.

Building Safety Signs and Egress Markings According to the IBC and IFC

When we see a news story about people who lost their lives trying to escape from a large commercial or residential building that was on fire, we typically assume that the fire progressed to the point where evacuees didn't have viable escape options. But the truth behind many fatal building fires is that building occupants did have time to evacuate the building; they just didn't have an efficient means of doing it. When a large commercial or residential R1 building catches fire, it occupants are instantly limited to seeking escape through its vertical exit enclosures and exit passageways, and the egress safety components with those enclosures and passageways play a large part in whether an evacuation goes smoothly or results in casualties. So, what kind of enclosures and passageways are prone to danger in the event of fire?

To answer this question, it helps to begin by describing what is typically considered sufficient emergency preparedness in the event of a fire. For many building owners, having a well-rehearsed evacuation plan in place and having exit stairwells that are equipped with emergency backup lighting qualifies as emergency preparedness. But there are two problems with this scenario. For one, emergency back up lighting does not perform well in the presence of smoke; instead of illuminating stairwells as it would in the event of a simple power outage, its lamps become like headlights in the fog, which leads us to the second problem. As evacuees rush into stairwells and lose their visual bearings, an evacuation plan can easily turn into a stampede where people die from the evacuation and not the fire.

To prevent this situation from happening, responsible building owners improve upon the evacuation safety offered by an evacuation plan and emergency backup lighting by implementing luminous fire safety signs and egress markings in accordance with the International Building Code (IBC) and the International Fire Code (IFC). The IBC applies to new construction and has been adopted by all 50 states; the IFC applies to both new construction and existing buildings and has been adopted by at least 42 states. In states that have adopted the codes, all commercial and residential R1 buildings that contain occupancy at above 75 feet from the lowest level of fire department vehicle access are legally bound to IBC and IFC guidelines.

If you own a large commercial or residential building in a state that has not adopted a version of the IFC, implementing IFC recommendations for building safety signs and egress markings is still key to ensuring the safety of your building occupants, as well as protecting your self from the bad press and legal action that can result when evacuations don't go as planned. Furthermore, implementing the code's egress system guidelines is simple and economical. In addition to purchasing inexpensive photoluminescent safety signs for each level of an exit enclosure, building owners need only purchase luminous egress markings in the form of photoluminescent tape and apply it to the following egress components according to IFC guidelines: handrails and handrail extensions, stair edges, landing edges, obstacles, doorframes, door hardware and floor areas.

The AM Huddle - Improving Jobsite Focus And Safety

Recently I was participating in a loss control meeting and learned of a simple but innovative methodology to improve job site safety, a benefit for both the workers and workers compensation insurers alike. Conceptually, it was similar to a simple business methodology I use in my own insurance agency team meetings to minimize interruptions and to allow everyone on the team to understand and focus on hot button items for the day ahead. The methodology revolves around team focus, in this case to rapidly focus attention on safety. The methodology is simply called the "AM Huddle".

The concept of an "AM Huddle" at a job site is to focus the team's attention on key elements of the project that must be accomplished on that given day. The huddle can include: what factors are important, quick responsibilities overview, identification of all safety concerns and a formal safety reminder. The "AM Huddle" should be a fast, high impact meeting. The meeting format is only five minutes long, and should be managed by the foreman, site supervisor etc. You can have a small team and still benefit from this methodology, even a three person team can have an "AM Huddle." It also works well in a large scale project. For example, if you have 10 companies on the same job site, the huddle can be held with senior members of each company and then those senior team members can quickly arrange their own team specific huddle. The concept of focusing and drawing job site workers' attention to the day ahead can greatly enhance awareness, safety and help engage and involve all members of the team.

Think of your favorite football team huddle. The quarterback calls a play, the team breaks from the huddle and then executes that play. The job site safety and awareness huddle is conceptually the same. The foreman calls the play for the work to be accomplished on that specific day, with a goal of no safety incidents and quality work. What is an OSHA Safety Sign and Why is it Important?

OSHA (Occupational Safety and Health Administration) is an agency of the United States Department of Labor that is dedicated to preventing work-related injuries, job related illnesses and occupational fatalities by enforcing safety standards in the workplace. As one might expect, OSHA regulations can be tedious. But they can also be simplistic, particularly when it comes to placing OSHA safety signs at certain points throughout a building. OSHA safety signs range from first aid station signs to signs that indicate emergency exits in the event of fire evacuations. In this article, we discuss three OSHA safety signs that are crucial to aiding building occupants as they evacuate during a fire or attempt to combat a fire.

Fire Extinguisher Signs

Under normal conditions, an OSHA safety sign that indicates a fire extinguisher can seem redundant. But during low visibility that results from a fire, building occupants typically commonly and forget their surroundings, even in buildings where they have worked for decades. A fire extinguisher sign serves as an emergency indicator of a fire extinguisher, particularly if the sign is luminous and not just reflective. In the event of large building fires, building occupants would rarely fight the fire with a fire extinguisher. But a well indicated fire extinguisher could be a lifesaver when used to extinguish flames that block egress paths.

Fire Hose and Standpipe Signs

A fire hose and stand pipe unit is also a fire extinguisher, but its connection to a building's water supply and long hose make it more formidable than a classic fire extinguisher. Whereas fire extinguishers are excellent for extinguishing small fires and fighting one's way through fiery egress paths; if used properly, a fire hose and standpipe unit can extinguish a large fire before it spreads and claims an entire building. Therefore, by indicating your fire hose and standpipe units with the appropriate luminous OSHA safety sign, as well as conducting training sessions on how to use the units, you might do more than save lives; you might also save your building.

Running Man Sign

A right or left running man sign is used to indicate exit-leading doors within vertical exit enclosures (i.e. exit stairwells) and exit passageways. This allows evacuees to travel only through doors lead to an exit. Without running man signs, vertical exit enclosures and exit passageways can easily turn into a guessing game of which door to open, even if building occupants have a practiced evacuation plan. When outfitting your building with OSHA safety signs, the best approach is ask what information a person would need to know if they suddenly lost their senses, because that's often what happens during a major fire evacuation.

Safety training is traditionally done on site, but more and more companies are seeing the benefit of moving some of this training online. While eLearning cannot replace experience-based safety training entirely, it can provide useful follow-up and refresher material. After all, when you are dealing with your worker's safety, no expense should be spared!

In China, safety training is actively conducted in companies in a variety of industries, including construction, transportation, mining, oil & gas and more. In fact, safety training is even useful in offices, where employees need to know what to do in case of a fire, and how to prevent the spread of bacteria and disease. The recent fire in the CCTV building in central Beijing reinforced the need for office workers to be safety-conscious at all times.

Safety & Survival

New eLearning tools are available to roll out safety training more quickly and get the right information to the right people at the right time. How are companies going to be safer with eLearning? Here are four key themes:

1. Safety refreshers courses online. For safety training to be of maximum impact, it has to be repeated several times so that the behavior is learned. However, if you are operating in an industrial environment, it can be expensive and complicated to organize training sessions and take workers off the job. Therefore, an online tutorial after formal onsite training can help to reinforce the main points and make sure people do not forget what they learned. These refresher courses are usually short (no more than 30 minutes) to minimize time off the job.

2. Create a safe environment for training. With online training, your staff are out of harm's way. Use simulations and see how your employees react to dangerous situations. For example, you don't want to burn down a building, but you can run simulations of evacuation plans to make sure everyone knows what to do in case of an emergency. Same goes for learning about bloodborne pathogens, pandemic influenza (like H1N1, which is currently spreading in throughout the world) and dealing with bomb threats.

3. Test for safety knowledge. Once a training session is complete, you need to validate that the information has been received and retained. eLearning provides many tools to test and evaluation retention of safety knowledge and awareness.
